Raymond Flemming, CCSP,
President & Chief Executive
Officer

Ray Flemming is the consummate
professional in all aspects of risk,
cargo loss prevention, and security
in the trucking industry. For more
than twenty years, Ray has
worked in management in the
transportation industry
developing specialized loss
prevention programs, overseeing
cargo losses and claims, and
establishing quality loss
prevention programs for several
large transportation firms.

Ray is a Certified Cargo Security
Professional certified through
American Trucking Association
and recognized by the North
American Transportation
Management Institute. Among his
many ATA awards, Ray was
honored as the Claims and Loss
Prevention Professional of the
Year in 2001, and presented the
Excellence in Claims/Loss
Prevention in 2002 and 2004.

Ray has served as National Chair,
Vice Chair, and Committee Chair  
on the ATA Safety & Loss
Prevention Management Council.
Ray completed federal regulations
courses at Madison Area
Technical College, training
seminars with Wausau Insurance
Companies and trade training
programs ranging from FDA
regulations to HACCP issues.

Ray has worked closely with
federal, task force, state, local
police, TSA and Department of
Homeland Security developing
security procedures and practices.
With expertise across the
transportation industry, Ray
brings a wealth of experience,
achievements and quality service
to FCCS.
Jack Coke, Sr. Vice President
and General Counsel

Jack Coke brings more than
thirty-five years of legal
experience and accomplishments
to FCCS.  His practice has
focused primarily upon
transportation issues before
various federal, state and local
regulatory agencies.  

During his career, Jack has
represented a broad and varied
spectrum of clients in the
transportation industry, including
air freight forwarders and air
carriers, steamship and barge line
carriers, railroads, short line
railroads, draymen, freight
brokers, motor bus lines, package
and express carriers and couriers,
customs brokers and international
freight forwarders, automobile
transport carriers, tank line
carriers, sand and gravel carriers,
household goods carriers, mobile
home carriers, specialized heavy
haulers, refrigerated motor carriers,
general commodity carriers,
lumber flatbed carriers, specialized
flatbed carriers, local and interstate
armored car and truck service
carriers, pipeline carriers, oilfield
hot shot service carriers, private,
contract and common carriers of
numerous other types.  

Jack is admitted to practice before
the Surface Transportation Board
of the U.S. Department of
Transportation (formerly the
Interstate Commerce
Commission), the U. S. District
Court for the Northern, Eastern,
and Southern Districts of Texas,
the U. S. Court of Appeals for the
Third, Fifth, Tenth, and Eleventh
Circuits, and the Supreme Court
of the United States.  

Jack has qualified and served as an
expert witness in various federal
and state court, regulatory agency
activities, and bankruptcy
proceedings involving
transportation legal issues.  He has
served as an arbitrator judge
involving some of the largest rail
and motor carrier companies in the
U.S. and has participated in
transportation seminars and
meetings for the ATA, Conference
of Freight Counsel and various
other national, state and local
transportation organizations and
bar associations as a guest
speaker, seminar panelist and
conference participant.

Matt Mankin, Managing
Director

Matt Mankin’s career spans over
15 years in the cargo claims
industry, having represented many
of the AM Best listed insurance
companies and multiple motor
carriers nation wide. Matt’s
background and experience in
claims resolution negotiations,
security assessment, marketing
and sales brings to Flemming
Cargo Claims Service, Inc. the
ability to quickly appraise the
needs and understand the
requirements of prospective
customer cargo carrier clients.

Matt has long participated in
providing continuing education for
industry claims adjusters and
professionals directed to loss
prevention techniques, claims
mitigation, insurance subrogation
coordination, FDA compliance
and recovery techniques, and
economic, efficient salvage
management measures.  With his
years of broad based cargo
industry claims experience, Matt
has the skills to assess customer
existing cargo handling and
security measures to demonstrate
the improvements offered by
FCCS programs and procedures.   

Over the years, Matt has
developed and continued to
maintain invaluable relationships
with local and state law
enforcement and has consulted
with a major law enforcement
agencies and multi-state cargo
theft task forces in the course of
cargo theft recovery. Matt is
likewise fully familiar with the
regulatory environment in which
the carrier industry operates and
with US Customs bonding  
requirements and regulations.

Matt is an action oriented “plan of
action” claims professional who
coordinates customer needs with
FCCS economically available
claims solutions.
Brandon Mankin, Sr. Vice
President of Operations

Efficient and economical claims
management is the keystone of the
skills that Brandon Mankin brings
to Flemming Cargo Claims Service,
Inc. as its Vice President of
Operations.  

Brandon has over 15 years of
working experience in the cargo
claims industry.  He is daily
engaged in individual claims case
management, always with an eye
to economic and quick resolution.

Brandon provides an aggressive
hands on approach to the FCCS
team, coordinating the broad scope
of the FCCS claims solution
services to meet the individual
needs of the carrier customer.
With his years of experience
dealing with cargo loss mitigation  
recovery, loss prevention,
appraisals and inspections,

Brandon possesses special
expertise which benefits the FCCS
customer through fast, efficient
and economic claims handling and
resolution. By drawing upon his
background in cargo claims
management, Brandon uses his
skills in cargo loss prevention,
cargo claims mitigation, insurance
claims subrogation, and salvage
recovery techniques to the benefit
of the FCCS customer.   

His familiarity with FDA
compliance requirements in
conjunction with his background
in dealing with freight warehouse
and carrier cargo salvage methods
often provides key elements to an
efficient resolution of cargo claims
issues.
